Anne O'Donnell was born in Syracuse in 1923, the second daughter of Edward and Florence O'Donnell. She graduated from Most Holy Rosary High School in 1941. She received her B.A. in liberal studies from Trinity College in Washington, DC in 1945. She met Frank Bell Clark in 1945; they married in 1947 and raised four children (Debbie, Larry, Connie, and Molly).
